Burnham's social care plan could cost over £18bn a year, warns expert

Sir Andrew Dilnot, who wrote a landmark Government review of social care, said putting social care on the same footing as health care would cost 'well in excess of £18bn' and take 'decades' to implement. The Prime Minister has said he is prepared to risk his political future on the plan.
