A new private parking code of practice for England, Scotland and Wales will give drivers a guaranteed five minutes to decide whether to park and 10 minutes to leave after their session ends before facing a fine. Maximum parking charges will be frozen at £100 under the code, which Andy Burnham says will end "rip-off" penalties that are too harsh on motorists parking on private land.
